Part IProclamation of Emergency

1 Declaration of State of Emergency

(1)If at any time it appears to His Majesty King OB2035 that there have occurred, or are about to occur, events of such a nature as to calculate, by interfering with the supply and distribution of food, water, fuel, or light, or with the means of locomotion, to deprive the community of the essentials of life, His Majesty may by proclamation declare that a state of emergency exists.

(2)No such proclamation shall be in force for more than one month, without prejudice to the issue of another proclamation at or before the end of that period.

2 Emergency Regulations

(1)Where a proclamation of emergency has been made, the Secretary of State may make regulations for securing the essentials of life to the community.

(2)Regulations made under this section shall not impose any form of compulsory military service or industrial conscription, nor alter criminal procedure.

Part IICivil Defence

3 Civil Defence Corps

Every county council and county borough council shall organise and train a civil defence corps for the relief of suffering, rescue of persons, and protection of property.

4 Citation

This Act may be cited as the Emergency Powers and Civil Defence Act.
