Part IDriving Licences and Offences
1 Driving Without Due Care
(1)If a person drives a motor vehicle on a road without due care and attention, or without reasonable consideration for other persons using the road, he shall be guilty of an offence and liable on summary conviction to a fine not exceeding £20.
(2)On a second or subsequent conviction, the court may order the offender to be disqualified from holding or obtaining a driving licence.
2 Driving Licences
(1)No person shall drive a motor vehicle on a road unless he holds a driving licence granted under this Act.
(2)The annual fee payable for the grant of a driving licence shall be five shillings (5s.).
Part IIInsurance Requirements
3 Compulsory Third-Party Insurance
(1)It shall not be lawful for any person to use a motor vehicle on a road unless there is in force an approved policy of insurance in respect of third-party risks.
(2)Any person who contravenes this section shall be liable to a fine not exceeding £50 or to imprisonment for not more than three months.
Part IIISpeed Limits and Regulation
4 Speed Limit in Built-Up Areas
(1)It shall not be lawful for any person to drive a motor vehicle on a road in a built-up area at a speed exceeding thirty miles per hour.
(2)For the purposes of this section, a length of road shall be deemed to be in a built-up area if a system of street lighting is provided thereon.
