Part IThe High Court of Parliament
1 Composition of Parliament
The Parliament of the United Kingdom shall consist of the King in Parliament, the House of Lords, and the House of Commons, who together shall exercise the supreme legislative authority of the Realm.
2 Parliamentary Privilege and Freedom of Speech
The freedom of speech and debates or proceedings in Parliament ought not to be impeached or questioned in any court or place out of Parliament.
Part IIHouse of Commons
3 The Speaker and Officers
(1)The House of Commons shall, upon the meeting of every new Parliament, elect one of its members to be the Speaker of the House.
(2)The Speaker shall preside over the debates, regulate order, and authenticate all Bills and certificates under the direction of the House.
4 Privilege of Financial Privilege
All Bills for granting aids, supplies, or taxes shall originate exclusively in the House of Commons, and the House of Lords shall have no power to amend any Money Bill.
Part IIIHouse of Lords
4 The House of Lords
The House of Lords shall consist of the Lords Spiritual (the Archbishops and senior Bishops) and the Lords Temporal, presided over by the Lord High Chancellor of Great Britain.
5 Legislative Powers between the Houses
If any Public Bill is passed by the House of Commons in two successive sessions and is rejected by the House of Lords, it may be presented to His Majesty for Royal Assent notwithstanding that the Lords have not consented thereto.
